Purpose of Occupational Health and Safety Management Systems
The purpose of an OH&S management system is to provide
– framework for managing OH&S risks and opportunities
– prevent work-related injury and ill health to workers
– safe and healthy workplaces
– eliminate hazards and minimize OH&S risks
ISO 45001:2018 – Occupational Health and Safety Management system provides guidance for its use, to provide safe and healthy workplaces by preventing work-related injury and ill-health and improving OH&S performance of the organization.
ISO 45001 – This standard has 07 Main Clause- where the requirements of OHS had been given for use and implementation, these are (Clause 4 Context of the organization, Clause – Leadership, Clause 6 – Planning, Clause 7 – Support, Clause 8 – Operations, Clause 9 – performance evaluation, Clause 10 – improvements).
Requirements of ISO 45001:2018 is given below for understanding and implementation in the organization.
Clause 4: Context of the organization
As per requirements, the organization needs to identify potential internal-external issues related to the Occupational Health and Safety Management Systems which can impact the organization and its OHS management system.

Technology, OHS Legal Requirement, Regulatory
Cultural and Social issue
Internal issues Maybe

Needs and expectation of interested parties including worker
The organization, identify the needs and Expectations by communication, Taking the Feedback, taking the inputs from the requirement and there may be several ways of identifying the expectations of the Interested Party and workers. Which is related to Occupational Health and safety.

- Record of Review of internal & external issues
- Needs and expectation of interested parties including workers
- Scope of OHS Management System its boundaries and applicability.
Clause 5 -Leadership and worker participation
This is very much important for OHS Management System implementation in the organization. The Top Management of the organization take the leadership and have a commitment to OHS. Otherwise, the OHS management system, will not give the output which is expected from this ISO 45001:2018 Standard. So, the Involvement of Top Management and participation of workers plays a very important role for successful implementation of the OHS Management system in the organization.
Top Management of the organization can do at least followings to demonstrate the Leadership and commitments towards – OHS Management system
- Taking the overall responsibility about OHS performance of the organization
- Established OHS policy and Objective.
- Integrate the OHS Management System with the organization’s Business Process
- Ensure the availability of resources for the implementation of OHS in the organization.
- Directing and supporting the person for effective implementation and performance of OHS
- Encouraging the worker for Participation in OHS implementation
Occupational Health and Safety Policy
OHS policy is the documented statement of the Top Management for OHS management system.
Where establishing the OHS Policy, the Top Management shall ensure that the Policy shall have following Commitments
- fulfill legal requirements and other requirements
- eliminate hazards and reduce OH&S risks
- continual improvement of the OH&S management system
- consultation and participation of workers
The OH&SMS policy appropriate to the organization based on its activities and nature of the work, the policy shall provide the framework while defining the objectives, the organizations needs the policy to disclosed and make it available to interested parties, the Safety officer / Top Management Representative shall be responsible for the implementation of the management system within the organization, it shall identify the mode of communication of the policy at relevant stages and levels, the organization shall identify and communicate the applicable statutory and regulatory requirements to the organization and ensure the compliances are met, the top management shall focus on the Employees / workers health and safety, define the role, responsibilities and Accountability at relevant stages and functions considering their work activities, experience, skill & knowledge, the organization shall ensure and promote the continual improvements, the organization shall prevent the workers from reporting incidents, hazards, risks and opportunities, involve the employees in large nos for consultation and participation of workers in hazard identification, risk assessment, implementing the operational controls.

worker participants and consultation play a very important role in effective implementation of ISO 45001 Standard in the organization and same time help the enhancement of OHS performance of the organization.
